About Chlorine Dispenser Pilot

This is a 16-month pilot program installing and maintaining 1,000 chlorine dispensers at water collection points across multiple LGAs in Katsina State. The program aims to provide safe drinking water to communities through innovative chlorine dispensing technology, with rigorous monitoring and evaluation to demonstrate impact and inform scale-up decisions.

Position Overview

The field agent is the front-line representative of Impact Water in communities, responsible for regular visits to assigned water points to ensure chlorine dispensers are functioning, adequately stocked, and being used by community members. Field Agents serve as the vital link between Impact Water and communities, providing hands-on support, collecting critical usage data, and mobilizing communities to adopt safe water practices.

Key Responsibilities

Regular Water Point Visits & Monitoring

  • Visit each assigned water point at least twice per month (approximately 50 water points per field agent).

  • Conduct systematic checks of dispenser functionality and chlorine levels

  • Document visit findings using the TW App on a smartphone.

  • Take photos of water points and dispensers during each visit

  • Record GPS coordinates and timestamps for all visits

  • Identify and report any problems or malfunctions immediately

Chlorine Refilling & Stock Management

  • Refill chlorine dispensers when levels are low (before they run out)

  • Transport chlorine supplies safely from storage locations to water points

  • Maintain accurate records of chlorine quantities dispensed at each location

  • Monitor chlorine consumption patterns and report anomalies

  • Ensure proper handling and storage of chlorine according to safety guidelines

  • Track chlorine inventory and request restocking from the field coordinator in advance

Community Mobilization & Engagement

  • Conduct community sensitization sessions on the benefits of chlorinated water

  • Demonstrate proper use of chlorine dispensers to community members

  • Build relationships with water point users and community leaders

  • Support and encourage community promoters at each water point

  • Address community questions and concerns about the dispensers

  • Promote consistent dispenser usage within communities

Data Collection & Reporting

  • Collect accurate data using SurveyCTO and TW App during all water point visits

  • Record dispenser usage indicators (chlorine levels, functionality, usage rates)

  • Conduct household surveys when required for baseline and endline evaluations

  • Submit complete and accurate data reports to the field coordinator weekly

  • Participate in data quality checks and verification exercises

  • Ensure all forms are filled completely and legibly

Communication & Coordination

  • Report water point issues to the field coordinator promptly (within 24 hours)

  • Request technical support from Technicians when dispensers need repairs

  • Coordinate with community promoters on community engagement activities

  • Attend weekly team meetings with Field Coordinator

  • Share feedback from communities with Field Coordinator

  • Respond to calls and messages from the field coordinator and Call Center

Community Complaints & Problem Resolution

  • Serve as first point of contact for community complaints or questions

  • Address minor issues on the spot when possible

  • Escalate complex problems to the field coordinator or Call Center

  • Follow up on resolved issues to ensure community satisfaction

  • Document all complaints and resolutions in the TW App

Health & Safety Compliance

  • Follow all safety protocols for handling and transporting chlorine

  • Wear appropriate personal protective equipment (PPE) when handling chlorine

  • Maintain motorcycle in good working condition

  • Practice safe driving and adhere to traffic regulations

  • Report any safety incidents or near-misses immediately

Support to Evaluations & Special Activities

  • Participate in baseline, mid-term, and endline surveys

  • Support M&E partner during data collection periods

  • Attend training and refresher sessions as scheduled

  • Participate in community events and special mobilization campaigns

  • Support installation activities when needed

Other Duties

  • Maintain professionalism and represent Impact Water positively in communities

  • Protect community confidentiality and respect local customs

  • Any other ad-hoc responsibilities as assigned by the field coordinator

Required Qualifications

Education

  • Minimum of Senior Secondary School Certificate (SSCE/WAEC)

  • OND, NCE, or Bachelor's degree in any field is an advantage

  • Additional training in community health, WASH, or social mobilization is a plus

Experience

  • Minimum 1-2 years of experience in community-based work, field operations, or social mobilization

  • Experience with health programs, WASH initiatives, or community development preferred

  • Prior experience using mobile apps for data collection is an advantage

  • Fresh graduates with strong community engagement experience will be considered

Technical Skills

  • Ability to use smartphone applications for data collection

  • Basic literacy in English and strong literacy in Hausa

  • Ability to fill forms accurately and completely

  • Basic numeracy skills for inventory tracking

Language

  • Fluency in Hausa (essential)

  • Basic English literacy for form completion

  • Knowledge of local dialects in Katsina State is an advantage

Location Requirement

  • MUST currently reside in the LGA they are applying to.

  • Familiarity with the communities and geography of the LGA is strongly preferred

Working Conditions

Location: Based in assigned communities within Mani LGA and surrounding areas

  • Travel: Daily travel by motorcycle to 2-4 water points (approximately 80-100km per day)

  • Environment: Rural communities, often with limited infrastructure

  • Schedule: Monday-Friday with flexibility for community activities

  • Equipment: Smartphone, motorcycle, PPE, and field supplies provided

Weather: Work in all weather conditions (rainy season, dry season, heat)

Typical Work Week

Monday-Friday: Visit 2-3 assigned water points daily, conduct refilling and data collection

  • Weekly: Attend team meeting with Field Coordinator

  • Monthly: Minimum 2 visits to each of your 50 assigned water points

  • Ongoing: Respond to community complaints and coordinate with Call Center

Performance Expectations

Field agents will be evaluated on:

  • Visit Compliance: 100% completion of scheduled water point visits

  • Data Quality: Accurate and timely submission of complete data

  • Dispenser Functionality: Maintaining functionality rates above 90%

  • Chlorine Stock-Outs: Zero stock-outs at assigned water points

  • Community Relations: Positive feedback from communities

  • Usage Rates: Increasing dispenser usage in assigned communities

  • Safety Record: Zero safety incidents
